Do Researchers Make the Best FGD Facilitators?

A facilitator is someone who can guide a group of people to solve problems or make decisions. However, with the help of individuals with a research background, forums focused on specific scientific fields can achieve sharper outcomes.

On November 11, 2025, CEST assisted in facilitating a Focus Group Discussion (FGD) on Flood Early Warning Systems Based on Artificial Intelligence (AI), organized by the University of West England, Bristol. The FGD was led by Dr. Thanti Octavianti, currently researching the risks associated with Machine Learning-based systems managing flood risks in developing countries. This study was preceded by a survey conducted with over 300 households in flood-prone areas to understand the community’s experiences and needs regarding early warning systems, as well as their views on the use of AI in these systems. The discussion also touched on the ethical and responsible development of AI. The forum was attended by various government agencies, NGOs, private sector representatives, and facilitated by CEST members with a research background.

Thanks to CEST, this experience was less stressful, as the administration and organization were professionally handled.

Any feedback on this FGD implementation?

CEST’s involvement in the previous FGD was limited to organizing the event (not deeply involved in the substance of the FGD itself), as per agreement. With the relatively short preparation time, the FGD was executed efficiently with only a few challenges (sudden schedule changes beyond CEST’s control).

For future events, if CEST is involved in preparing the materials, they might be able to offer some ideas regarding the structure and questions for the FGD.

What was a memorable moment or interesting insight during the FGD?

This was the first time conducting an FGD in Jakarta. Thanks to CEST, this experience was less stressful, as the administration and organization were professionally handled by KUI. There were many valuable insights from the discussions in the FGD. The selection of FGD participants was crucial because it determines the interaction and direction of the discussion. The previous FGD was very “fluid,” with participants sharing relevant knowledge and experience related to the topic (flood early warning systems).
